[Excerpts from online regulations]
Arizona Hunting and Trapping Regulations p. 65-66, R12-4-303, Unlawful Devices, Methods, and Ammunition, part d, “An individual shall not use live decoys, recorded bird calls, electronically amplified bird calls, or baits to take migratory game birds as prohibited by 50 CFR 20.21, revised June 14, 2001.”

[Overview]
The only restriction found within the Arizona Hunting and Trapping Regulations manual is for migratory game birds. There were no known restrictions for mechanical decoys at time of publication for this document.

A phone call to AZGFD reveals that the only restriction in place for the use of electronic wildlife calling devices and electronic or mechanical decoys is for migratory waterfowl and game birds. If you have any questions regarding any of these legal issues, AZGFD Customer Support will gladly accept phone calls at the telephone number listed above.
